Precinct Committee Officer (PCO) The office of PCO is reserved to Major Parties in Washington State. An elected PCO becomes a voting member of the County Central Committee (CCC), and elects representatives to the Party's State Central Committee (SCC). A Precinct Committee Officer is voted into the office every even numbered year at the General Election. Duties of the PCO PCO's participate in Precinct Caucuses, District Caucuses and County Conventions. They select candidates to fill vacated terms of elected offices, that had been held by the Party.
